Rough idle, hard starts, and lack of performance when under full throttle.annoying
Well I've been having this issue of it taking at least 3 trys to get my car to start. Then once I do get it started and it warms up at normal idle speeds the car just sits there and blips like I have a cam in the thing. I can see the rpm's jumping from around 500-700 constantly. I've also notice under full throttle conditions the car has become very lack luster in power. Once I'm on the highway and rolling everything seems honky dorey for the most part.
Things I have done to try and fix the issues
-Replaced plugs
-Cleaned IACV
-Cleaned Stillen intake
and withing the past three months
I have...
-Replaced all the injectors
-Replace the knock sensor
Coil packs are not that old so I know thats not the issue. The only code I have on the cel light is p1706 which is excessive speed in park..which is stupid cause I have a manual...but turns out someone said thats just the nuetral safety switch.
Anywho any other ideas folks?

Check your fuel pressure. The pump may be on it's way out. I had the same issues for months and replaced everything you did, except for the coils. One day I shut the car off and she wouldn't start again. I spent 2 hours diagnosing wires and relays, until I was satisfied that the pump really was dead. I replaced it and she runs better than ever.

How do you check fuel pressure? I kind of think mine might be dying. It might be my imagination, but it seems like when my fuel is low the car is slower (which shouldn't be the case since the car is lighter on low fuel).
Here's a writeup on replacing the fuel pump http://vbxmaxima.8m.com/fuel%20pump.html

I'm having the same type of problem as well. After 2-3 tries, the car finally starts and has a rough idle for a second than runs perfectly fine. I've checked alot of things and still cannot diagnose the problem. Things i've checked,
injectors
fuel pressure
starter
ground for the wires
sensors
battery
alternator
throttle body
ECU
some other miscellaneous things. The dealer says that the car does spike below 9amps on start up, so maybe it is a short somewhere but I don't know where to begin. Hopefully you get ur problem solved, because i'm clueless with this problem. I am getting codes of 1008 and 1302 but they don't have anything to do with this starting problem I believe.

P1706 points to a faulty Park/Neutral position switch.
You might want to change that switch, it's on your transmission. If the ECU thinks the car is in neutral or park for that matter, it may run a completely different ignition and fuel mapping program being the engine is not under a load. That can cause drivability issues just as your describing.
Don't over look the obvious, the ECU might be telling you whats wrong....

Once it does start for about 5 seconds it burns ecessive fuel out the tail pipe (darkish black smoke) and you can smell it as being really rich.
So I know its getting plenty of fuel.
