Looks like you messed up with the VSS.
VSS? vehical speed sensor?! or do you mean the solenoid?

Ok I took some pics. This is what's happening right now, The red led on the summit stays on when I rev it above 2K the Green light comes on and the mevi doesn't open. The red light still stays on. I go inside my car I rev it to 2k and the Mevi light turns on. I took pics of everything and did a quick diagram. Maybe I have to play around with the settings?

If the green light comes on at the designated RPM, and MEVI is not opening then it sounds like your vacuum lines arent hooked up right.
Those pics are real blurry.
But in this one,

it looks like you have the 2000 and the 3000 on.
Turn off the 3000 and in the hundreth settings leave the 000 on, and turn on the 200 as well.
See what happens.
When I set mine up, I could never get it to open untill I turned on both the 000 and the other set number,
example-
000+200

I want it to open at 5100. Tell me how to set the dip switches. Also the vac. lines are correct, the mevi worked 5x with the harlan switch intill it decided to stop working.

What you need to do fist is make sure it's working. Set it low first, test to see if the green LED activates and if it does, then set it to the desired RPM.

the green light turns on but the mevi doesn't open. Also Im thinking that the solenoid isn't working. Can anyone confirm if the diagram I did above is the correct way to hook everything? My Vac lines are hooked correct as well. I used the yellow wire and not the grey. I have the 2000 On and the +200 is on. Right next to those are an on/off switch only they are both set on. It seems to turn green before 2k RPM. Maybe around 1700 the light will turn green in my dash LED and on the Summit switch itself. Im guessin ill take pics of my vac setup. I appreciate all the replys to help me out here.

Here try this, set your rpm to switch on really low. So that it comes on at idle. Disconnect the hose between the solenoid valve and MEVI. Start your car and confirm the green light comes on then stick your finger over the outlet side of the solenoid and see if there is vacuum pressure (the side you disconnected). If there isn't any pressure than your solenoid valve is broken. As a matter of fact you'll probably hear the air being sucked in and not even have to feel for it but ou can check anyway.

As for when I set the MEVI activation I have to do it at half of what I want. So if I want it to open at 5000 I have to set it at 2500 rpms. So for me there is no getting it to open on odd rpms like 5100, 4900, 5300, etc.
