96 gxe 40k miles $8500, rip off?
Hmm carfax should have it but u said u already checked. I would say ask the dealer for the records of the oil changes and regular maintanance cause they record the mileage. BUt if the guy did all the maintance at home there is no record to prove that the mileage is correct. But if they do e-checks in ur state which is basically the fume test then there should be records of the actual mileage the car had the tests run at!
btw, on the carfax mileage reading, it shows
5/1996 NICB, vehical manufactured and shipped to dealer
11/1996 new york motor vehicle dept. registerred as personal vehicle
01/1997 mileage reading: 25, New york motor vehicle dept, tile issued or updated
and in 01/2002 and 01/2004 it shows no mileage reading just title issued or updated loan or lien reported. anything unusual? should i call DMV Odometer Crimes Unit? are they effective? thanks for all those questions!!!

It really sounds like it's a gxe dude. But, read the 4th gen faq.

TO DECODE THE VIN PLATE:
Raise your hood. Look for a shiny metal identification tag fastened to the passenger side of firewall. The top row is the Vehicle Identification Number, starting with J. The second row is model information. The first five characters are BLHUL. The sixth character is the trim level designator, defined as follows:
E = GXE
G = GLE
V = SE

Carfax isn't full proof. Odometers can always be disconnected. Inspections are done yearly at least in pa and nc, I don't know about ny. Get a car with "average" miles on it or close to it.
