My opinion: #1 looks weird. The backlights have that BLACK! color to them while entire car has that weak burnout black. So unless your car is BLACK BLACK (like newly painted black) then it would be cool.
P.S.: what states this might not be legal...Cali? o.O

PS. I know its illegal if it is too dark and not enough light comes out. More so in the day. I got pulled over in my third gen and the cop told me to hit the brakes so he could check the light output. I had 5% tint on them.
Go up to 35% and you should be ok.
