What to do to run flat 15's
Maybe you need glasses or if you have corrective lenses, a stronger prescription because you aren't at 4,500 rpm at 80MPH in 5th gear. As sblax2000 suggests you are going around 3,200 - I would say slightly higher than this (I don't cruise that fast), maybe more like 3,300 and change.

^ to the above I recently purchased a Budget Y-Pipe, and the product and customer service are awesome.

You don't need anything to run 15 flat. I did 15.00 with my stock 95 5-speed. Redline first, 6400 second and 6200 third. Granny launch on street tires. And I've been driving stick for ~8 months. Plenty of guys have done 14.8-14.9 stock.
