Bad KS => failed emmissions??
Not here in California, I do not know about PA. A bad KS will not trigger the CEL, but it will show up when they connect the OBDII to it.
A while back my car kept failing the inspection. It was not due to emissions(those passed), but rather because the OBDII monitors kept saying not ready. I could have passed with 2 not being ready, but I had 3. I took about a month and a half for the other one to kick in.

If PA does emissions inspections using the OBDII port, you'll fail.
Even though your CEL isn't on, the test looks for stored trouble codes. If you have any, you automatically fail inspection. I just had my car inspected here in NJ the other day. I'm looking at the print out they gave me and the box under the emissions test looks for other trouble codes present and next to it a box for the codes that are discovered.
You might want to get the KS changed before you have your car inspected.

or, you could always rig up a bypass and reset your ECU (possibly the better option if your car is CA-emissions spec). I got quoted a few hundred bucks to replace my ks since the upper intake manifold had to be removed to replace the damned ks...
If they plug into your OBDII port, DO NOT reset the ECU right before the test. This will only have all of your OBDII monitors say that they are not ready, and you will fail due to this. Just change out your KS sensor. You do not need to take off the intake plenum to replace it.
