That kit does not include the misc. parts you will still need to hook up the MEVI.
You will need the vac. cannister
Vac. solenoid switch
RPM switch
Check valve(if not already in the cannister)
vac. hoses
and the JWT ECU

For the raise rev limiter.
Without the raised rev limiter, it defeats the purpose of the MEVI.

I paid a lot more ($650) total for the MEVI, RPM Switch, actuator. This was about 3 yrs ago when the MEVI craze was beginning.

All maximas have limiters unless you get the JWT option for an extedned or removed one. 99's cannot have it removed if that's what you mean.

This is incorrect. '99's can't have RAISED rev limiters (JWT doesn't work). Aparently JWT can now modify a '96 ecu to work in a '99 though. It's only been done once though. There's a thread floating around somewhere.

You do not need teh 7k redline to make hte MEVI effective. You need the advanced timing and fuel maps to make up for the lost power when you install the MEVI.

Get ahold of JWT have him make you one with extended rev limiter to take full advantage, or get a hold of TS and get the timing advacne etc, but w/o the limiter. Though there were people that saw some advacntages in the 1/4 w/only the MEVI, nothing else, keep in mind these were mostly automatic cars, where w/the MEVI there's a slight advantage due to the extra tall gearing.

You could just go with a Technosquare if thats all your looking for.
But to spend 500 on the MEVI and not have the raised rev limiter doesnt seem worth it to me.
The whole point of the MEVI is for the gain on the top end.

Can anyone explain how the Mevi creates the extra power? What is different from our VI's? Also, does the 5th gen VI create more power than the 4th also?

00vi has longer runners so you don;t lose any lowend/midrange. It also has more high end.

It could be, Just depends on if you find an intake for a good price.
The 00VI is not a direct bolt on.
