Help - inspection issues

Just moved and had to get the max inspected -
came back saying the rear brakes weren't doing there share (overall still had enough for car to be safe but not to pass inspection. also about the emissions while idling - just over the limit.

Any ideas on what to check first on the brakes?

I have no codes (checked already), so what about the emissions?

NJ inspection, and the car is stock

Have the brake pads been replaced before? What is the conditon of the brake pads? How many miles are on the car?

How many miles are on the spark plugs and what kind are they? When was the oil last changed?

Oil was just changed, checked the brake pads - lots of meat on them still, more on the back than the front.

Spark plugs - now that you have me thinking it is time for a tune up (over 30,000 miles)

now i have 217,000 miles.
