Crank Shaft Pulley (Harmonic Balancer?)

Anyway...

i'm having the most horrible time with my crank shaft pulley (harmonic balancer?). the pulley that turns the AC and the Alternator keeps creeping over the power steering pulley.

It will last a day if i readjust it, but sneaks back over and the bigger pulley starts to rub over the smaller pulley's belt.

Can anyone give me any pointers here? I don't want to pay 200+ dollars for a new pulley, but if i have to .. i guess I will...

I've had the belt so loose that it squeals like a rabid chicken in order to keep the pulley from sneaking over, but if i tighten enough so that the squeaking goes away, it seems to be putting enough pressure on the pulley that is starts to sneak over again. There seems to be like plastic layer in the part that is .. worn out? (why it's not all one piece is beyond me ) . .. .

Any links to junk yards in central PA with Max's are appreciated, or any info on refurbishing this part,.. . .

I live in the central PA area and commute to Harrisburg daily (in my cavalier, yech!)

here is a picture to kind of add to the details, anyway... has anyone had this problem?
