My Lights Won't Cut Off

I have a 96 Max and the ligths won't cut off. In order to keep the battery from dying I have to unhook it. Someone told me it could be a relay, but I don't know. Has anyone had this problem, and does anyone know how to fix it. The gauge cluster also won't cut on. Any help is appreciated.

If I remember you have a fuseable link for you head lights. Look around in the engine bay on all the fuse covers and see if one of them is for headlights....it sounds like it may be stuck open.
