Problem with High and Low beams

Recently I've been having trouble with my lights. I would turn on my lights, and when I hit the high beams, one bulb goes out and the other goes dim. Since I had recently put in new bulbs, I figured it was the wiring. I brought it to the local mechanic to have a look, they rewired the lights, I thought they worked fine, but I realized they lit up dim, until I hit my highs, in which they they seem to go to "normal brightness". Thinking I could jump the problem by installing my Bi-xenon HID's, I went and did it. Now the HIDS are on HIGH beam all the time, and when i put my brights on it goes to normal low beam. However, if shut my brights off the HID's power off as well, and I have to shut off and re-turn on my lights. I've been pulling hair out over this for about a week now, so any input/ suggestions are appreciated.

Your initial problem was/is probably a bad headlight switch. Replace the switch. Hopefully the mechanic didn't make things worse by wiring the headlights up incorrectly, or you will have to undo what he did in addition to replacing the switch.

Find another mechanic to work on your car.

Hah agreed. When you mean switch do you mean new relays under the hood? Or the switch on the steering column?

I got all the wiring in order. When I hit the HID's they go on low beam, like they should, however when I hit the highs, the bulbs go off.

Did you also replace the HL switch or relay?

When you mean switch are you referring to the stalk? And relays, as in the ones on the left side of the engine bay? Sorry kind of new to auto electronics.
