rear wheel rolling resistance

When my car was in the shop on the lifter for some AC problems, I took the liberty to play around with my rear wheel...I found out there is there are some resistance for rolling the wheels by head and they only go for a full circle if I give them a hard push. Is this normal? Is there anyway I can ease down the resistance so that I can have better MPG?

Yes, it's normal to feel the drag of the brake pads. It seems normal that giving it a spin doesn't rotate the whole way around. That amount of torque will not affect fuel economy.

If the drag was more than what you're describing, you should check out your caliper slider pins to see that they move smoothly, and also make sure your e-brake cables move smoothly. Both of these are common reasons for rear brake drag.

Last, if the brakes absolutely aren't the cause of the drag, see if the wheel bearings are rolling smoothly.
