Got a 97 Maxima with two slightly bent stock steel rims. The damage causes the car to vibrate at speeds over 65.

Can they be repaired? Car repair shop says no. I'm thinking they just want me to buy new parts from them. Comments please.

Steel is easier to repair than alloy. So yes, virtually any dented steel rim can be repaired. Some alloy rims which are bent cannot be fixed since the whole process of softening the alloy and then recasting it can weaken the wheel. Steel doesn't have this problem.

Usually a new steel wheel is pretty cheap, below $75 each. That might be cheaper than the repair.
