Where do u find fine cut car polish? Do you use it on the outside or in? I heard there was a solution that you can shake inside and it cleans it throughly? IMO buying a new fog light is too pricey.

Lightly using a cutting car polish (the non-clearcoat stuff) on the outside will remove frosting/degradation on the glass surface. It works on plastic too if you don't get too aggressive. My headlights got much better from the polishing, and I'm not sure whether they got that way from environmental wear or I was just polishing away the billions of tiny dirt/rock chips.
