'95 5spd hard start, not cranking

I've had a problem with my '95 5spd starting for years now. I don't drive it that often anymore, but it is impossible for anyone but me to start and increasingly I'm unable to start it either. It has a full charge and it doesn't crank the starter. It doesn't do anything. Doesn't make a ticking sound from the starter. It acts like there is a kill switch in place. Usually after 10-15 turns of the key it will start just fine and drives great. I can't figure it out. The clutch is pretty worn so I make sure my foot is all the way to the floor. Is there a switch down there that is causing problems? No CEL codes until recently and they seem unrelated. Can anyone help?

PARK/Neutral Position Switch on manual trans?

I found out that I was getting code 10-03 which says PARK/Neutral Position Switch. Since this is a manual transmission I was wondering how that applies. Anyone know?

I bet it is your clutch depressed switch. You could try unpluggin the connector and shorting the 2 leads. I dont think there is any adjustment on the switch.

Adjusted Clutch switch, starts fine, CEL still on.

I adjusted the clutch switch all the way forward. I also unplugged every sensor on the transmission (because I couldn't find the Park/Neutral Position Switch) and plugged them back in. It starts fine now but still throws the same code. I don't get it. What causes that code on a 5 speed?
