Shim rear wheel?

I went to get an alignment and I was told that the rear left wheel couldn't be adjusted and my only option is to get it shimmed down into spec (it's at 0.28% right now) has anyone else heard of this, why is this the ONLY wheel that can't be adjusted? Am I being set-up for a scam? i'm told 80 bucks to get it shimmed.

Whats that # for, camber? toe? caster? The rear beam cannot be aligned since there is nothing to adjust. It can be bent, but thats usually done to set the toe for road racing and auto cross. The bearings could be bad and cause some play. I have never heard of shimming but I guess one could shim where the hub bolts to the beam.
