Stock "steelies" weigh 20.5 pounds including the valve stem. This is actually lighter than some alloy wheels.

So theoretically, if I replaced my stock GXE steels wheels with 17" Tantrums (19.2 lbs per rim) I wouldn't be losing any performance? Or would the larger diameter of the 17s slow me down anyways?

More of the weight is farther out on the 17"s, so even though they might weigh less, their moment (engineering term, don't worry if you don't know what it means) is larger, thus taking more power to turn, and in turn you will be slower. This doesn't take into account the overall diameter of the wheel/tire combo.
