A new rotor should not have surface irregularities that a resurfacing eliminates.

No, you do not have to resurface a new rotor. But when you do get it, clean it with plenty of brake cleaner and a lint-free cloth. There is usually an oil that is on the rotor that keeps it from rusting in the warehouse and in the mail, so make sure you clean that off. If you don't, your brakes will smoke.
