heater smells like burning after a while

When I have the heater on full blast at 85 degrees(digital climate), after a while it starts to smell like it is burning. How to fix?

Clean the vents? Set to normal temps like 72-74?

probably that black foam crap that they use to insulate it. after a while it gets brittle and breaks off and falls back further into the vents and cooks. this happened on my 96. i tried to vaccuum it out as best i could.
