Mine whistled too when I had it, but it wasn't that bad. You have the 00VI too right? I think I read somewhere that if you removed the restrictor plate that's behind the TB in the IM, it can cause a bad whistle too.

I have the Stillen intake and I do hear a very slight whistle just when I step on the gas, but it's nothing compared to the PSHEW that I heard from the Autozone rice-cone I had on my old car. I heard those where just normal sounds from cone filters. I could be wrong though.

Take it out & see if it changes at all. It's worth a shot if the noise is really bothering you.

Its the midpipe that makes the whistle not the filter.

I just did the Stillen Hi flow intake as well and mine has the SHH sound as well when I get on the gas. Mine does not whistle. I to would think if you get the whistle it would be an air leak.

The one thing I thought strange was the Stillen instructions talked about the 2 parts to the air intake box and that their Hi flow system would replace that. However the Air collector that is attached to the frame near the radiator with two push pins and the condensation box at the bottom of the bent tube that would go into the bottom piece of the air intake box was not mentioned to be removed. I took them out and just relocated my boost sensor that was just attached the Air collector piece.

Is everyone else doing this as well or not?
