'95 Foglight Issues....

'95 Foglight Issues....
I am having an issue qith adjusting my new fog lamps. I installed them on my 95 GLE, useing the correct brackets and the installation went well.
I have attempted searching for my particular issue, I found a lot of threads telling how to adjust the fogs up and down. And I tried to adjust mine, but am having trouble.
The problem is that I cannontnadjust my passenger side lamp to my desired height, right now its pointing into the trees and sky instead of just below the hedligts, as a have read, just below theheadlights is where the fog light should shine. It seems like maybe my adjustment screw is not working properly. Is the a way a can fix this? Or is the a better way to adress this issue?
Also, neither lamp seems to have a wonderful output, should I just get new bulbs? Or will when I get them adjusted correctly get me better light?
I hope I did not miss something in the search to make this thread, and my question a waste of time.
