5speed rpms while coasting to a stop

I have a 97 GLE with a 5speed swap and a 97auto ECU. Also using an 00vi with a short ram intake.

ive noticed that I have three scenarios and am not sure which one is normal and what would cause the other two. The scenario that occurs seems random and does not reflect how/when/where i am driving. Assume car is warmed up and I'm driving when a light turns red so I slow down and put the car into neutral. I'll put the car in neutral at 15-10mph. My Idle RPM is ~600.

scenario 1 (most common) - RPMs will hover at ~1200 when in neutral and coasting. Once im down to about 5mph RPMs go up to about 1500. A little after Ive come to a complete stop RPMs will drop to ~600.

scenario 2 (occasional) - Same as scenario 1 except slightly higher RPMs. When switching to neutral RPMs go to ~1500. As I slow down RPMs go to ~1800. A little after reaching a complete stop RPMs go down to ~600.

scenario 3 (rare) - When switching to neutral RPMs drop to ~450 then immediatly back to ~600. Stays at ~600 the entire time.

So which one of these scenarios is "normal" for a 5speed and what would cause it to do the others. Im thinking it could be some leak in the intake manifold causing extra air to go in while the TB is closed. Ive noticed that during scenario 3 my gas mileage is horrible.

driveability is fine and my idle is stable but the fact that this constantly changes is bothering me. I also would like to figure out why this is happening so I dont get horrible mileage when scenario 3 randomly starts happening.

The first two are perfectly normal. Search, you'll see the ramifications of using an auto ECU on a 5MT.

As for the third, it's likely an IACV issue or something of the sort.
