Can one of the security keys be programmed without having the dealer do it?

Can one of the security keys be programmed without having the dealer do it?
When I bought my used 99 SE it only came with 1 of the fancy security keys. I need another one for my wife. Today I ordered one from the dealer (he did not have the correct blank in stock). He told me when it came in, it would have to be programmed at an additional charge. Now I know the remotes can be programmed because I have the instructions and have programmed the remotes myself. Someone with a shop manual please help with the information about programming the actual keys. Thanks.
