E Brake not holding on passenger side

So I just changed my rear brakes and had a problem with a seized caliper bracket piston. After I got it out, I cleaned it up and put it back together. Everything seemed to be moving freely. Took a spin and realized my brakes on that one side was locking up. Changed out the bracket and pins for new ones and then noticed that the ebrake didn't seem to be locking on that side. I don't know if the brake issue was related but I figured I would mention it.

Any ideas on what I should be looking at as possible causes?

I had this problem 2 years ago on the driver's side except it was during the winter and a bad rear seal that allowed water to get into the cable and it would freeze solid. Get someone to work the e-brake and check to see if the cable is moving the lever on the caliper. If the cable moves the lever, the cable is good and the caliper needs to be replaced. If not, the cable needs to be replaced and if so, purchase one from Rockauto.com

It's the cable. Does anyone have a write up on changing the cables? I looked underneath and it looks like I might have to drop piece of the exhaust and the heat shield.

Ok I found a write up and it looks pretty straight forward just time consuming especially without a lift.

I'm going to order both cables because I'm not going back under there twice. There's another one with illustration. I book marked it on another machine, I will post the link in here later.

One question though, none of the write ups mention removing the console in the middle, is there enought space to work on loosening the ebarke without it?

I am hoping it's not too hard, My fear has more to do with rust.
I recently changed my exhaust and where the pipe met the cat was one solid piece. The rust had encapsulated the entire thing. I am concerned that the bolts for the heat shield are gonna snap when I try to remove them. Drilling out a snapped bolt while laying on the ground really sucks. My recent fog light bracket escapades have not instilled the greatest amount of faith in me. I don't want to leave them off. I'm gonna borrow a second set of jack stands and see how high I can get the car off the ground and take another look before I decide if I'm gonna pay someone to do it.

This is where the flanged exhaust systems shine....and tis is the reason I don't believe in 1 piece exhaust systems...Anyway the heat shield bolts have been really easy to remove on even my 1990 Maxima so I'm sure it won't be an issue! test them first to see if they are easy or not it's a matter of you getting under your vehicle and exploring! I jack mine up to inspect it at least monthly so I'm on top of any issues before the fail or turn into problems!
