Shift Lock Solenoid issue

Hello,
I have 1999 Maxima GLE

I'm having issue moving the car into gear without using force.
I checked the brake shift and shift lock solenoid.

Brake light work,
Could hear solenoid clicking

I opened it and notice that when I press the brake the solenoid doesn't push/pull the plastic gear all the way to clear for the gear selector to come down. (it only move little bit) because of this I couldn't push the gear selector button all the way down without excessive force.

the previous owner changed the solenoid recently. it been working fine until yesterday.

anyone experience this issue before?
