Power Steering pivot bolt not fully tightened?

1998 SE Power Steering pump pulley wobbles quite a bit. No power steering problem. Belt was changed in Feb 2014. Some days get a 2 second chirp first start of the day. The inboard side of belt has slight wear. If the pivot bolt was not fully tightened would the pulley wobble? Would this cause wear on the inboard side of the belt?


Both Belts were changed Feb 2014. No abnormal wear on Alternator/AC Compressor belt. Car has 98Kmiles

Look closer, I bet it's actually the crank pully failing that's throwing everything off.
It's a common failure item.
