weird noise when turning, not cv joints...help?

the noise is a very slight grinding/rubbing noise that occurs when turning, doesn't matter if im stopped or moving, same noise...i figured it was the cv joints, so i had someone turn the wheel while parked as i got under each wheel, but i could not hear the noise from near either wheel, even though it can be heard from the cabin...any ideas as to what it might be?

Maybe the strut bearing has gone bad. Cheap to replace but unfortunately I think you have to remove the entire spring/strut assembly to fix it.

Mine makes this noise a bit. It's non-existent in the summer. A "plastic white ring" is the bearing (gee! now THAT'S quality).

I was getting something similar at low speeds, like when parking. I think I've concluded that it was the tire rubbing against a plastic shroud like thingie which is on the inside of the wheel well. I bent them back a little and it seems to have cured it.

Just a suggestion.
