fuel pressure regulator

How can you tell if one goes out?

Your car could stall when you floor it. To really know for sure, put a test gauge on it and get some readings.

would the car also be hard starting (if I turn the key on and let it set for 15 seconds...it will fire up fine)? I check the fuel pressure after the filter and I'm getting 32 lbs. of pressure.

The pressure should be 34 at idle and 43 WOT. To check WOT "A few seconds after ignition switch is turned OFF to ON pressure should read approx 43 psi" from the FSM. Sounds like you are pretty close though. My old car had a weak fuel pump though and it was difficult to start unless you turned it off and back on again then it started fine. Not much help but thats all I know.
