A noise. Can you diagnose this problem?

Can you help diagnose this problem?

Symptoms: Loud noise sounds like a rock tumbler, or one could just as easily mistake it for a really, really loud intake! It only makes the sound when I initially turn the car on, or when am driving. I did a little test to make sure when it would make the noise. It gets quiter at stops with the clutch out. Then, with the clutch out, I rev it up some. The sound comes back with the throttle.

A friend suggested it could be the A/C compressor and the bearings have just gone bad. That sounds about right since my A/C doesn't work right now, but that could just be freon right?

The sound orignates from the passenger side where you can most clearly see the belts. Please ask many questions, I'd like to have this figgured out before going to the mechanic.

Oh yeah, the tach isn't working right right now either. It goes to about 2-3k and stops. Related?
