If you get a camber plate, best to put that in at the same time since you would have to remove your front struts and disassemble them again. Howver, you probably only need camber bolts which are pretty easy to put in since they simply replace the upper most bolt holding the strut to the hub. You might as well do everything at the same time though.

Tirerack sells the Eibach camber bolts which are good for +/- 1 degree of camber. Ingalls also makes camber bolts and they offer +/-1 and +/-2 bolts. www.civicshop.com offers them as I'm sure many other places do. If you check out the group buy for the Tokico struts, Ray from civicshop gives the prices for each since I initially inquired about them. I'm not sure what is need for the Tien springs though so you best ask someone who has them.

Don't buy a camber kit. It is not worth the money. Trust me, I have dealt with many numerous people with camber kits and they all, I mean all say its not worth it. Eventually your camber kit will break and hopefully when it does that, it doesn't rip your fender wall or cause a flat tire. Plus, I have teins with toks too, and they drop low, but not that low. Save your dough!!!

Bolts are no more than $20. Hardly a waste if it allows for correct alignment.
