Yikes...big subject. Do a search. He needs to figure out how much he is willing to spend on new tires. They can get quite expensive....I have a set of Firestone Firehawks. They run about $700 for all four on tirerack.com. They come in the correct size for stock wheels. They are a great summer and rain tire. Don't work for crap on snow though. Excellent treadware and quiet. That's all I have to say. Hope this helps.

He can get Michelin MXV4 Plus at BJ's for about 120 a piece. I got those - not the stickiest tires in the world, but handle well in the wet and seem like they will last forever.

I am totally impressed with the wet and dry traction of my Kumho Ecsta MX tires. I don't have to deal with snow at all.
