what is it, what does this do, how much , and where are they sold?

Dealer has to do it through the ConsultII OBDII. How much they charge? Some will do it for free, some will charge 1hr labor. Some will not do it at all.

What is it? It advances timing for naturally aspirated cars so it gets a bit of a bump in performance.
