PAC SWI-X Programming problem

Trying to program my SWI-X and having a problem. When I start the programming mode and get to the part were you push and release the programming button to pick which version you need (3), when the SWI-X goes to verify the version number, it only blinks once. I have checked all the wiring and everything is fine. It will never just light up one LED no matter what I do.
Anybody else have this problem???

Check steps 6-9 to make sure you are not enabling the extended mode and that you are setting the version number correctly.

Also, make sure you follow the footnotes about installing the resistors correctly.
