Idle Air Control Valve failure

Idle Air Control Valve failure
Would this cause hesitation under WOT? Under WOT the car sounds pingy,it sounds like it wants to get up and go but its not.

If this is the problem , where is the valve located on the engine?

NO....I have the same Idle problem and my WOT is fine...feels strong.
