IACV valve position

Guys, i have a dilema, I took my TB before to clean it up, with TB out I took the step motor apart from the IACV. after putting it back together, the RPMs were bouncing at 18-1900 but if I keep accelerating, it would go past it. Today i decided to take it apart again and I put in a new TPS, new MAF, (from friends car) and the same symptoms were there.

As i was looking at the little valve inside the IACV, i noticed it has two positions, flat and up. Here's my question: is there a difference how that little valve supposed to be before the motor goes in or it makes no difference?

Quite likely you will have to check your trottle close adjustment.

no, likely you will have to perform idle air learn procedure.

there arent 'two' positions, its a continuously adjustable PWM valve.
