fog light help

I'm trying to install my new fog lights but ti think ther is ascrew att he botom of the bracket i need to get at..and in order to do this..I need to take off the plastic inside the wheel well...and in order to do that...I need to take the tire off.....any suggestions? -

p.s. Thanks for the link but one problem...they put an add right over #3 part of the instruction...any idea what it says?
