Wheel Noise

I just got my tires rotated a week or so ago and I noticed there is a moderate 'wobbling' sound at least from the front driver, possibly front passenger that is almost only audible from 10-20 mph with or without applying the brakes. I didn't notice this before the rotation. The fact that this happens regardless of brake application makes me think that this isn't a pad/rotor issue (thankfully), but something else. I've heard that this might be a tire issue, as opposed to wheel bearing or other scarier component. If this is just a tire issue, I don't see much of a safety issue since the tire doesn't look bad (even treadwear).

I am just looking to hopefully reaffirm the tire suspicion or take advice on what else it might be as well as any perceived consequences.

Thanks!

I'd rotate tires front to back and see if noise moves with it. That should help narrow down the possibilities some.
