i got a maf on ebay and it was supposedly a genuine nissan part. it cam w/ this instruction paper that says i need to take the vehicle to the dealership to have the maf programmed. is this true?

 

yes reprogramming is recommended just for better gas mileage and performance.

You and I are in same boat. my stock MAF is also bad and i have ordered a new one, i am recieving it tommorow and i hope that its the right part.
if you go to dealer for installation they will charge you $140 just to replace the MAF and $100 for reprogramming. its easy to install the MAF but since i dotn wanna take a risk i have found someone who can come to my place and do the job for the less $ what dealer charge. so i suggest that you should install it yourselfor find ORG. member here that lives near you and can install it for you. just pay the reprogramming at dealer. you will save hundreds. by the way you always install the MAF first and then take it for ECU reprogram.
