So,
Is there a fuse for this, both the fuses under the hood and by the left knee said nothing about dash lights. What could be the source of the dash lights not turning on. Yes I checked the dimmer.

Are all the dash lights out, but ur headlights only on? If so, there should be a 10A fuse in the engine bay that blew. I had this happen to me, just grab the fuse puller from the dash, and check the 10A fuses in the engine fuse box.

I double checked all the fuses and they are fine. I think it might be a relay and here is why:
The dash always acts as if it is day and the headlights are off. Whether the lights are on or not. The dimmer doesn't do anything.
This leads me to believe that even though the headlights are on, the dimmer believes (through the relay) that they are still off and still has the AC/clock/radio on full brightness with the guages off.
I went around the car to look at the parking lamps and they are off when the headlights are on. I am wondering if the dash doesn't see the parking lamps turn on it won't trigger the guages to come on and the console to dim.
I checked the bulbs and they are fine, but there are no fuses for the parking lamps.
How do I check whether the parking lamps are getting power or not, and if they are not, what sources should I look for.
To confirm that the parking lamps are wired right, what color wires run to the parking lamps?

Here's my idea. Can someone pull a headlight out and tell me what wires are going into the parking lamp. Specifically the colors. Mine are yellow and yellow so I don't know which is ground and which is power. Same for the high beam light. I have the FSM but I don't know what color "L" is.
If you could show the pic, or just tell me the color I can make sure I didn't wire the parking lights backwards.
