Those are custom made tail lights. You can either do a search to get pointers for a DIY or get them professionally done by places like these:

They can do virtually anything to your headlights or tail lights, check them out. It's especially convenient if you live close to NYC, otherwise you have to ship yours out.

That's my homie Mike. He specializes in LED interior, taillights and headlights. He stopped making because of too much problems. He did my interior lights and switches to blue. You're just gonna have to make them yourself for now on until someone else rise to the challenge.

I saw these tails in person and they are $hit. They do extend out and just look akward regardless if they're in chrome or black. Stillen just threw something together and put a hell of a $ticker on it to match.
I don't think the guy really cares though, look at his exhaust.
