Ignition switch -- turning over motor (or starter issue)

Over the past year or so I have to turn the ignition switch to the end to turn over the motor. In my other vehicle I don't have to travel that far to turn over the motor.

I would like someone to weigh in on this problem --is this a slowly dying ignition switch/starter issue?

Aren't you suppose to turn it all the way?

If it is a problem, it would not be the starter since it clearly still works.
