P0032 and P0037 any other ideas?

P0032 and P0037 any other ideas?
Got these 2 codes:
P0032 - Heated Oxygen Sensor 1 Heater Low Voltage (Bank 2)
P0037 - Heated Oxygen Sensor 2 Heater Low Voltage (Bank 1)
I got a dual-output 02 sim wired in but I checked voltage going to both of the secondary O2 Sensors and they are both getting correct voltage. O2 sim is working fine as well.
Also checked connections everywhere on the heater wire lines, none have been cut or damaged as far as I can tell and down on the sensors themselves I do not see any issues other than them not being plugged in anymore.
Would the temp under the engine cover affect the reading they give off in any way? is there a way for me to check to make sure the sensors are still good?
Any help is appreciated.

Your sims are probably not doing their job. Those sims have been known to cause this even if the wires are connected and everything is as it should be.
You stated that the O2's are giving correct V. How did you verify this? Is the sim giving the ECU the correct, or at least within spec V/resistance? Check the FSM for reference values, since this code is for the heaters, you would check resistance.

Checked the plug that plugs into the O2 Sensor with a voltimeter. Showing that they are getting 12v like they are supposed to. I will check it once more/reset it.
Sims are doing theyre job because only problem is heater wires, not signal wires.
It is unlikely that both sims would go bad at the same time, but if all else fails I will do so.

So, you have 2 single sims, not one dual output? What about these items..
