I searched and didn't see anything. Though I'll admit my searching skills are fairly weak so I apologize in advance.

So basically I've been noticing an odd whining in the engine when I'm driving fairly slow giving the engine about 20% of the pedal.

What problems could whining mean?

 

have u had a radio installed recently? could be a bad ground making the whining....

 

No work besides the alternator and fan belt.

 

check the belts again.

 

i would check the belt then since its the more recent work and could be a good possibility .... sorry i can't be more helpful

Ight I'll check the belt. Tomorrow on my way to school I'll record the noise, I'm sure you guys will know what it is right away if you can hear it :]

 

Accessory belts that are too tight can sometimes generate a whining noise. Particularly since they've just been changed, I would check the tension on both belts.
