Well, I am not sure this is the right answer, not I think there is not any difference at all. They are both advertised as 222Hp, Desert Pearl sp? did an extensive test by converting the front exhaust manifold from cali spec to fed spec and said that there was a 1Hp difference. If there is any difference, it would only be by a few Hp.

I dynoed stock on a hot day in Kansas city, 184 hp and 193 TQ...I dyno more TQ than most Fed cars, but around the normal hp as most 5spd feds...

Let me explain this. That dyno graph shows 2 different cars. Every car is different in its own way. Some cars dyno more than others. I can see one fed emissions car auto dyno more than another and they were both stock. I will name one. Shingles dynoed near 165-170 ~hp for a 4th gen auto stock. Mine auto dynoed 144hp stock and mine was a 96 compared to his 98. I also had a 98, it dynoed 164 hp stock for a 5spd.
Like I said, every car is different and that dyno graph doesn't mean anything.
Here is my dyno graph:

After studying both dyno graphs, my car actually makes about the same to more.

It is from toyota's own website, you can see it !!
I think Cali spec definitely makes less hp, it is very reasonable to say that because the configuration of the exhaust system is different...and we all know that exhaust system will affect the engine's output----

manifold changeover?

That is a toyota camry, not a Nissan, or a Maxima at that. Per the dynos our cars do not lose any for calif.
