NLEV Exhaust Questions

Hey everyone,
I've done a search for NLEV emissions but only seem to come up with questions about what it is versus what we can do with it. My max certainly lacks the power that everyone is bragging about, it's an auto but I'm certainly not seeing anything near the 4dsc everyone talks about. I've also got the bees in a tin can problem. And that's getting worse. I'm thinking my Cats aren't in the best condition at this point (between my MAF sensor and a few bad coils and the plugs not getting done until 120k [mind you I got the car at 119k]).

I'm not sure where to start. I've checked my local parts store and they don't have squat to help me. I'd like to know what kind of options I have and I figured this was the best place to ask supposing I survive the flaming.

I thought California emissions had a different exhaust set up due to the pre-cats in the manifolds. The few y-pipes I've seen have made notes as to whether your have Federal or Cali emissions. I'm afraid that one or more of the cats are clogged but I can't seem to find any replacements for the pre-cats or the primary cat. I was also wondering if I can just switch to headers even though I have another O2 sensor. I'm just kind of at a loss of what to do.

Yes, you could get headers. All you would need are O2 sims (and heater sims) for the two downstream sensors.
