2002 Clear Tail Lights

Wait, what? Are you saying that you got pulled over because of your STOCK tail lights? If that's the case, you don't need to do anything except fight the ticket if you got one. I would hope that this isn't the case, because if it is then that cop is a complete moron.
However, if you have those eBay clear tails, I say just get rid of them. They're ricey, in my opinion, and your car will look a whole lot better and keep you out of run-ins with the law without them. If you're deadset on keeping them and using different bulbs, peruse eBay for some red LEDs for the tails. They should take care of the cop's issue of them not being red enough.

i've had the same problem with mine. infact, i've been pulled over twice because of them. i wasn't fined because i told the cops that they were bought online and when i asked the company, they said it's street legal so they warned me just to change them. of course i didn't listen, winning. but my advice is to try coloring them, painting them, or putting that clear red paper over new bulbs to see if they'll hold. why waiste money online when they might not work right.
heck, you could even just use them until the bulbs burn out and then sell the tail lights.

I have some that I'm about to use red tint on...along with a shade of light gray smoke to go over that. Should suffice.
