Tip: (op)if you do call the locksmith i advise you to buy two keys from'em since you should get the second one already programmed for like $40...if you can haggle a little..

Can locksmiths cut keys from vin? I thought only the dealer could do that, and then only within 10-12 year period.
Answer your question, dealer is going to be massively expensive. When I was looking to just get a spare key, dealer was going to be roughly $200 for key, cut, and programming.
I got an eBay chip key that also came with a non chip key for my wallet in case I lock my keys in my car - paid about $25. Had a locksmith cut and program my key in about 30 minutes for about $40. But, I still had my original key which they were able to copy.

I don't think the locksmiths can cut keys from the VIN. But they can cut a key from the lock cylinder. I had that done on my 97 about 2 years ago when I realized that the key was having problems unlocking the doors and turning the ignition switch.
I took the hardly used lock cylinder out of the passenger door (I know I know 5th gens don't have one) and took it to the local locksmith. The have a device that they put in the lock and it "reads" the tumblers and then they can cut a key. Boy, did that key look a lot different from the worn out one I was using.
Since I wasn't locked out, I didn't have to pay for a service call. I did this because 97s are before Nissan started their key code registry and the dealer couldn't cut me a key.
