Fog lights
That is the way Nissan wired the headlight switch to work. The fog light switch goes through the headlight switch and when the headlight switch is in either of the 2 high beam positions, it cuts off the fog light switch.
So what you will have to do is go into the steering column and find a white connector made for 6 wires (that may or may not have all 6 wires in it). Verify that the wires go to the fog light switch. One of the wires is a solid green wire (no stripe).
On the side that goes to the fog light switch, cut the green wire. Strip the insulation off of the end and connect it to a ground.

Not sure if this will work in your 02, but it may be worth a look.

The fogs will still turn off when the high beams are turned on because of the design of the head light switch.
The mod by shiftice and the vqpower mod are the same thing - power the fog lights from the tail lights instead of the head lights. The headlight switch design causes the fog light relay to de-energize in the high beam position, so a second mod is needed.

I rewired my fogs last week but instead of running the fog wire to the tail light I ran it through the AC relay so I can have the option of running the fogs with or w/o the heads. Also, when the car is off so are the fogs.
