power steering issues

Okay, Ive been having trouble with the power steering in my maxi pad. I live in NE and when cold weather rolls around my steering gets tight and doesnt want to turn untill the car is warmed up but even then its still not smooth. i put a remanufactured rack and pinion in it and it helped a ton but still having the issue with it. i also checked the U joint on the steering column and they are fine. think a new power steering pump will help or think the rack that i got is forked up ? any input would be great. thanks

before the R&P did you just fluid flush with the right fluid?? Most people would do the pump before the R&P

I believe the R&P is not 100% usually the pump won't give you sticky spots, it'll give you consistent resistance. there are videos on YouTube to diag a steering system, yours sound seems symptomatic of the R&P failures.
