P0507- High idle question

Hello folks,
Yes, this has been discussed before but my question is. And yes, I did what most have said not to. Cleaned throttle, opened blades, etc. etc. I actually did a few years back and I was able to successfully do the learn sequence and idle was nice.

This time around I can still do the idle learning and it idles right down to 675 RPM's. But, when I turn off the engine and then back on again, the RPM goes back up to 850 which it's actually not terrible, I can live with 850 if nothing else. I've tried driving it for 10 minutes and it goes down to 675 but the second I shut off engine and back on again, the idle is back up to 850. Is the learning not sticking even though I'm getting a confirmation that the learning is taking place.?

One thing that I did find to be a discrepancy is the instruction that I have in my repair manual vs what I've found on the internet:

My manual says: (starting from instruction # 6)

6 Wait 7 seconds, fully depress the accelerator pedal and keep
it for approx. 20 seconds until the MIL goes off.
7. Fully release the accelerator pedal within 3 seconds after the
MIL goes off.
8. Start engine and let it idle.
9. Wait 20 seconds.
10. Rev up the engine two or three times and make sure that idle
speed and ignition timing are within the specifications.

Internet says:
Wait 7 seconds and press pedal and keep depressed for about 10 seconds until MIL starts blinking.
Let it continue blinking until it finally comes on stead. Once steady, release pedal within 3 seconds and start engine, let it idle.

The book says nothing about blinking so I've been following internet instructions.
So, seems that the learning isn't sticking, does anyone know why? Am I supposed to drive it/ let it idle for a longer period of time?

Well, after all, I got no answers on this.
After trying all options, the last thing was to disconnect battery. I happened to be away for the weekend for Friday evening I disconnected. Came back home Sunday evening, connected battery, warmed up battery and idle was down to 650-675. Shut if off and restarted engine and still down to 675, so this may have worked. At this point I'd just like to know how long battery technically has to be disconnected for. 2 days disconnected is ridiculous for something that should work via Idle learning.
